HHS announces new Title X recipients as Planned Parenthood backs down in funding war

In February 2019, the Trump administration reinstated a rule in Title X of the Public Health Service Act prohibiting the use of federal funds by family planning providers that perform or refer abortions — a change that Planned Parenthood fought (and lost) in court.

Now, with funds to Planned Parenthood and other abortion providers effectively canceled, Trump’s Department of Health and Human Services (HHS) has announced where exactly the nearly $34 million in forfeited funds will be redirected.

According to The Epoch Times, some 18 organizations withdrew from the Title X program voluntarily following the rule change. Eight of these were Planned Parenthood clinics.

Now, that funding — a total of $33.6 million — is set to be divvied up between 50 organizations that provide family planning services without also providing abortions, or directly referring patients to abortion providers.

“The funds awarded were relinquished by grantees that left the Title X program rather than comply with statutory and regulatory requirements prohibiting federal funding where abortion is a method of family planning,” a Sept. 30 news release from HHS read.

The department “expects that the supplemental awards will enable grantees to come close to — if not exceed — prior Title X patient coverage.”

…to underserved communities

Those awards will go largely to “unserved and underserved jurisdictions and low-income individuals,” HHS said.

“These awards also prioritize filling service gaps left by the grantees that chose to leave the Title X program rather than comply with the law,” they added.

HHS was proud to note that it had “acted quickly to mitigate the potential interruption in services caused by a minority of recipients that chose to abandon the Title X program between July and September.”

“HHS is committed to ensuring that Americans have access to high-quality, affordable family planning services, contraceptive care, cancer and HIV screenings, health education, and other health and social services,” the news release concluded.

Trump keeps a campaign promise

Defunding Planned Parenthood — and ensuring federal funds aren’t used to perform abortions — has been a key priority of Republicans for decades.

Fortunately for the GOP, it looks like the president is finally fulfilling that campaign promise.
